Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Significant resources is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through current data. From observation points, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't cause damage this time, sparing the city from devastation and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This cycle will, no doubt, endure.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a entire defensive failure until situations evolve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
